Role and Functions of the Aviation Safety Regulation Directorate
Under the policy direction of the Director General, the Aviation Safety Regulation Directorate (ASRD) is headed by the Director - Aviation Safety Regulation (DASR). The ASRD is tasked with ensuring the “…safe conduct of all aviation activities in the Guyana Airspace, and those conducted overseas by Guyana Air Operator Certificate Holders.”
In carrying out this mandate, the Directorate is required to:
· Examine for competency, issue licences to, and monitor the performance of, all Pilots, Air Traffic Controllers and Aircraft Maintenance Engineers.
· Conduct initial inspections and certification for, and provide continued surveillance of, all Guyanese air operators wherever they may be operating.
· Conduct initial inspections and certification for, and provide continued surveillance and auditing of aerodrome and airport operators in Guyana, to ensure that national and international standards are maintained.
· Provide guidance for environmental protection.
· Assess for approval, and then monitor, all training programs used by Guyanese operators for pilots, cabin crew, maintenance personnel and Air Navigation Services Personnel.
· Monitor the operations of all foreign operators in Guyanese airspace, and all Guyanese operators doing business overseas, to ensure that national and international standards are maintained.
· Conduct investigations into incidents and accidents involving Guyanese registered aircraft, and foreign-registered aircraft in Guyanese airspace.
· Carry out audits of maintenance organisations and issue/renew approvals there for.
· Conduct initial inspection, registration, and airworthiness certification, as well as continued surveillance and annual re-inspection and recertification, for all Guyanese registered aircraft.
· Maintain the Guyana Civil Aircraft Register.
· Maintain a database of aircraft accidents and incidents.
· Provide oversight regulation and surveillance for aerial work done by Guyana registered aircraft, or by foreign registered aircraft operating in Guyana.
· Establish, and ensure the maintenance of, standards for the handling of dangerous goods by air operators.
· Maintain active, up-to-date technical records of all aviation activities in which the Directorate is involved, provide regular reports and make recommendations to the Director General on technical matters where appropriate.
· Provide oversight and surveillance for the Air Navigation Services provider, including Air Traffic Services, Aviation Meteorological Services, Aeronautical Telecommunications, Search and Rescue and Aeronautical Information Services
Aviation Safety Regulation Directorate
The Aviation Safety Regulation Directorate is headed by a Director Aviation Safety Regulation (DASR), who reports to the Director General. Reporting to the DASR are two Managers, the Aerodromes Inspector and the Air Navigation Services Inspector. The Manager Flight Operations and Airworthiness is responsible for Flight Operations, Aerial work, Airworthiness, Dangerous Goods, Cabin Safety and Accident Investigation. The Manager Personnel Licensing is responsible for Personnel Licensing for air crew, maintenance engineers and Air Traffic Controllers. The Air Navigation Services Inspector is responsible for oversight of all areas of air navigation services including CNS/ATM, Aeronautical Information Service, Aeronautical Meteorology and Telecommunications. The Aerodromes Inspector is responsible for ensuring that airports and airstrips in Guyana are maintained in satisfactory condition for safe aircraft operations.
A number of Inspectors, trained and qualified in their respective areas, report to, and function under the direction of, their respective managers. Some of the Inspectors are cross trained and are expected to function in other areas as appropriate.
Support staff comprising the Secretary and Documentation Officer work under the direction of the Director and are assigned as necessary to assist in any of the areas falling under the Director’s span of control.
